Approach to market released to engage a supplier to deliver Australia’s first national child sexual abuse offending prevention service

Following extensive consultation and service design work, we have released an approach to market on AusTender to engage a service provider to deliver Australia’s first national child sexual abuse offending prevention service (under the National Strategy’s First National Action Plan Measure 21).

The Service's objective is to protect children from sexual abuse by intervening before an individual offends or re-offends. It will do this by providing advice and guidance to people who are worried about their own sexual thoughts and behaviours towards children or young people, or if they are concerned about another adult.

The Service will primarily provide advice and guidance on:

  • how people can learn to manage unwanted sexual thoughts and feelings, and stop harmful or offending behaviour; and
  • what people can do and where they can go if they are concerned about an adult's (i.e. someone else's) behaviour.

This advice and guidance will be initially accessible via a national helpline and website that community members can use anonymously.

Consultation outcomes, including those reflected in the Measure 21 Lonergan Research Consultation Outcomes Report Executive Summary, have directly shaped the design of the Service.

Thank you to the stakeholders who took part and provided their time and expertise.

This approach to market will be open on AusTender for approximately 12 weeks (allowing for an additional two weeks over Christmas/New Year) and will close at 4pm Friday 23 February 2024.

In the coming weeks the Department will publish a pre-recorded industry briefing. A private link to the industry briefings will be provided to registered Tenderers, and will also be available for repeat viewing on the procurement's AusTender page.
